On July 10, the Fountain City Council recognized the Fountain Country Club Heights (FCCH) Neighborhood Watch Program and the Fountain Police Department for their efforts to establish an active and successful community Neighborhood Watch project.
Mayor Pro Tem Terrie Burke commented that she has been on Council for several years, and she has watched Skip Lippencott and the Fountain Police create the Neighborhood Watch program in his neighborhood. She remembered his frustrations, coming to Council and asking for help. Formerly Sgt. (now Deputy Chief) Mike Barnett stepped up. They worked together. They cleaned up the neighborhood.

Fountain City Council recognized El Paso County Water Authority’s Gary Barber (right) for his outstanding work with Fountain Utilities. Utilities Director Larry Patterson (left) addressed Council, explaining Barber’s efforts have been instrumental in creating the groundwork for future growth and providing the efficient distribution of quality water to Fountain.

According to Burke, three drug houses, a couple houses of prostitution and a house that turned into a tavern were all shut down. “That is just astronomically great,” she said.
Burke concluded that Lippencott, “is a person who cares what happens in our community. That’s what gives the city the quality that makes people want to come to it, and I applaud Mr. Lippencott for all his efforts, and the Fountain Police for all that they have done to make this neighborhood a good neighborhood to live in and a great city to talk about.”
With that, multiple citizens and officers who have participated in the Neighborhood Watch program were given certificates of commendation, presented by Deputy Chief Barnett and Council.
