Fountain City Council highlights

During the July 10 Fountain City Council meeting, several agenda items were addressed.
Council recognized El Paso County Water Authority’s Gary Barber for his outstanding work with Fountain Utilities. Utilities Director Larry Patterson addressed Council, explaining that Barber’s efforts have been instrumental in creating the groundwork for future growth and providing the efficient distribution of quality water to Fountain.
In other business Council:
Unanimously approved a 3.2 percent retail beer license for Love’s Travel Stop & Country Stores at 5505 Travel Plaza Drive.
Unanimously approved the establishment of a Code Advisory Board. The Planning Commission had previously recommended Council create a citizen’s task force to review and update city codes, based on complaints expressed by citizens.
Unanimously approved the Overall Development Plan (ODP) for for the Sonador Ranch Addition, in compliance with a request by High Gate Farms to provide a left turn lane on Jimmy Camp Road onto Ohio Road. In addition, the developer had planned to continue the stucco fence already in place.
Unanimously approved on second reading the proposed franchise to allow Porchlight to begin providing cable television services to Fountain.
Unanimously approved staying enforcement of code prohibiting rooftop signs for the American Family Insurance business office at 315 S. Santa Fe Ave., until the code update in 2008.
Unanimously approved the re-zoning of Independence Place near Hwy 85/87 and Duckwood Road from small office/warehouse to multi-family residential.
Heard a presentation from the Public Works Director and City Engineer to review different options for storm water drainage. The City of Fountain established Jimmy Camp Creek Drainage Basin Study for new developments, which is problematic only because the City has not established a service fee for storm water drainage.
